The restitution work of the survey on the General Review of Public Policies implemented by the Ministry of Public Service and Administrative Reform in Bafoussam has led to important recommendations to improve public service in the West Region.
The meeting held on May 28, 2025, in Bafoussam, chaired by the Secretary General of the Governor’s Services of the West Region, brought together MINFOPRA experts, administrative authorities, academics and traditional leaders, political actors and civil society, as well as public agents from all administrations.
The participants discussed public policies implemented by MINFOPRA, particularly the implementation of AIGLES software package, and formulated recommendations to improve human resource management in the public service. It was particularly recommended to conduct regular checks on effective presence to combat desertion of personnel at their workstations, to optimize procedures in place to have a clean file and real personnel numbers, and to proceed with consistent recruitment to offset the desertion of public agents to other horizons. Participants also suggested making expert communications and any other tools or computer codes available to public agents participating in this meeting, to proceed with better functional mobility of human resources at the national level, and to provide reward measures for personnel in other corps, like those of teachers.
AIGLES application (Payroll and Personnel Management Application Software) set up by the Cameroonian government was presented to them. AIGLES represents a major progress in modernizing local public administration and allows centralized management of public agent data, better tracking of information, and increased transparency in career and salary management. The innovative features of AIGLES, such as automatic promotions, digital notifications, and web portal, contribute to improving the experience of public agents and reducing administrative bottlenecks.
The promising results already observed demonstrate the positive impact of this application, particularly the improvement of speed and transparency in processing career and salary acts, reducing physical contact with users, and increased fluidity in taking charge of new public agents. The initiative is part of the objective of bringing administration closer to citizens and improving the quality of public service. The next steps include continuous improvement of existing modules, completion of biometrics and electronic archiving system in pilot sites, and progressive extension of these features to the entire national territory. With these recommendations and the implementation of AIGLES application, the West Region is moving towards a more efficient and responsible public administration.
