The auditorium of the Prime Minister’s services served as a framework on April 13, 2023 for the work of the 5th session of the steering committee of the presidential plan for reconstruction and development of the North-West and South-West regions (PPRD); the objective of this work, to lay the foundations for a charming operation to mobilize funding for youth projects while presenting the achievements obtained to date.
In front of an audience of government authorities, consular, diplomatic, technical and financial partners; the President of the Presidential Plan for the Reconstruction and development of the North-West and South-West Regions (PPRD – NW /SW), Balungeli -Ebune Confiance who had by his side the National Coordinator of said plan, Motuba Tamajong Obase, wanted to present the results achieved so far.
First on board, let’s talk about the framework related to the restoration of social cohesion. This sector, thanks to the presidential plan, has so far allowed the construction and equipment of 11 centers for the promotion and empowerment of women, the establishment and delivery of 800 personal documents, birth certificates and others to various beneficiaries, the organization of 13 socio-cultural events, the establishment of a platform for dialogue farmers / breeders, not to mention the support to 08 press and publishing houses.
As for the infrastructure sector, the presidential plan also contributed to the reconstruction and rehabilitation of about fifty schools, the rehabilitation and equipment of 19 health centers and then the reconstruction and rehabilitation of 19 solar-powered water points.
Finally, speaking of the revitalization of the local economy, the achievements obtained to date present quite encouraging data, in particular, the rehabilitation of 02 standardized markets to modern standards, support in agricultural equipment of 2097 for 400 agricultural areas.
In addition, it is necessary to highlight the assistance of 30 innovative processing equipment; assistance to 63 cooperatives, 90 poultry farmers, 85 agro-pastoral farmers, 19 microfinances without omitting the support provided to 80 young start-ups, 15 women from the trucking sector and the construction of 20 greenhouse houses with ecological standards.
Although these projects find a rather special treatment within the framework of the National Development Strategy SND30, the 5th session of the steering committee of the presidential plan for reconstruction and development of the North-West and South-West regions through these works calls for mobilizing more resources.
Indeed, it is undeniably becoming necessary to join the partners already committed, namely Japan, whose endowment is estimated at 2.8 billion CFA francs, the United Nations Development Program, implementing partner and the efforts of the Cameroonian government which has already released an envelope of 10 billion CFA francs in favor of this plan.
As a reminder, the presidential plan is part of a definitive restoration of peace and social cohesion in the North-West and South-West regions. This plan is also articulated around 3 phases, in particular the recovery phase organized over 3 years and which takes into account the return to peace, the restoration of the dignity of citizens in both regions, the upgrading of infrastructures and social equipment, the preparation of the ground for reconstruction and development activities.
The second phase, which lasts around 5 years, will be particularly focused on the revival of agro-industrial activities, the revival of private sector activities and then economic integration as part of the promotion of decent employability.
As for the actual development phase, it will be spread over 10 years with the added bonus of the need to make local economic activities less resilient in order to allow a better positioning of the North-West and South-West regions in the field of national economic growth. A growth that specifically calls for permanent assistance in the infrastructure, energy, tourism and transport sectors.
In the light of all these major challenges, given the actions already undertaken, it is clear that the call to mobilize more resources finds its justification, because the multitude of projects launched by the government in favor of young people and for young people demonstrates the growing concern of the public authorities to serenely improve the living conditions of the populations, whether those of the North-West and South-West regions or even those of the entire national territory.
